Immigration Minister Marc Miller introduced the Net Zero First Year Growth Model, aiming to stabilize post-secondary student intake. The cap is based on expiring permits, accounting for a 20% extension rate, resulting in a target of 364,000 permits. With a 60% approval rate, this translates to an anticipated 606,000 applications. Exemptions include primary/secondary students and advanced degree seekers, leading to a final target of 236,000 permits.
