Despite some progress, the report reveals a concerning reality: 63% of participants ranked racism as a significant problem at IRCC, giving it a rating of seven or higher on a scale. Notably, incidents of racism were found to be more widespread in IRCC's foreign postings compared to its local offices. Among the unsettling incidents reported by participants, some involved managers mocking the accents of Locally Engaged Staff (LES) working in IRCC's foreign offices. Instances of asking LES to repeat themselves, feigning misunderstanding, and outright ignoring them at work were documented, raising severe concerns about workplace discrimination.
