The probe revealed a conspiracy involving a former ServiceOntario employee who was paid to create fraudulent vehicle documents and plates to disguise stolen vehicles. These vehicles, with falsified VINs, were then sold to unsuspecting buyers or used in other criminal activities. The investigation uncovered patterns in documents from a ServiceOntario location linked to another probe, leading to the arrests.
